Dominica govt extends condolences on demise of Dr Carissa F. Etienne
The government of Dominica has extended sorrow over the passing of Dr Carissa F. Etienne, a highly esteemed resident of Dominica and the former Director of the Pan American Health Organization (PAHO).

The government of Dominica has extended sorrow over the passing of Dr Carissa F. Etienne, a highly esteemed resident of Dominica and the former Director of the Pan American Health Organization (PAHO).
A heartfelt condolence has been extended to the family of Dr Carissa F. Etienne by the Government of Dominica on behalf of the Island nation’s citizens.
As per the note shared by the government of Dominica, “Dr Carissa F. Etienne was a remarkable individual. She was widely known and respected as a champion and advocate for public health on a global scale.”
Moreover, her contributions have brought immense pride and honour to Dominica.
Remarkable contributions made by Dr Carissa F. Etienne in enhancing the health sector globally:
In September 2012, she was elected as the Director of the Pan American Health Organization (PAHO) and was re-elected for another five-year tenure in September 2017. On 31 January 2023, Dr Carissa F. Etienne ended her 10-year term as the Director of PAHO.
Furthermore, Dr Carissa F. Etienne has also served her duties in many areas, such as:
– From 1989-2001: As the Director of Primary Health Care Services, Ministry of Health, Dominica
– From 2003-2008: As the Assistant Director of the Pan American Health Organization.
– From 2008-2013: As the Director-General of the World Health Organization.
It was noted that under Dr Carissa F. Etienne’s direction as the Director of Primary Healthcare, Dominica attained universal coverage for all primary care programs along with:
– Immunization coverage rates of 95%
– 90% coverage for prenatal care and deliveries by trained birth attendants
– Access to continuous care for chronic non-communicable disease
– Country-wide community empowerment and participation
– Health education integrated into community care.
Notably, she has also served her responsibilities as Chief Medical Officer, Coordinator of the National HIV/AIDS Programme, National Epidemiologist and Medical Director at the then Princess Margaret Hospital.
Notably, the Prime Minister of Dominica, Dr Roosevelt Skerrit, shared the above details and expressed grief over the demise of Dr Carissa F. Etienne.
It was also added by PM Skerrit that, “they will always cherish and celebrate the achievements and the most significant contributions of their well-loved daughter of the nation.”
PM Skerrit noted that, “they will never forget Dr Carissa F. Etienne for her dedication to the management of Dominica’s public health sector and her leadership and strategic guidance of health systems in the Americas.”
