Jamaican Doctor Pleads Guilty in $600 Million Mortgage Fraud Scheme
Chloe Douett has admitted guilt to eight charges connected to a mortgage and real estate fraud operation costing around $600 million.

Jamaica: A 30-year-old medical doctor from upper St Andrew, Chloe Douett, has pleaded guilty to crimes linked to the mortgage and real estate fraud scheme, which has cost Jamaican financial institutions about $600 million.
Douett has been found guilty of eight counts and was convicted in St Catherine Circuit Court on July 24, 2026. The seven counts relate to the fraud scheme that include conspiracy to defraud, uttering forged documents, demanding property by use of forged documents, identity theft, obtaining property by deception, and use of criminal property.
The eighth charge involves a breach in her responsibility for the safekeeping of a licensed firearm and ammunition.
Douett was one of the four individuals arrested earlier this year following an investigation led by the Major Organized Crime and Anti-Corruption Agency (MOCA). They were assisted by the Financial Investigations Division.
According to the investigators, the entire operation made use of fake or fraudulent papers and identities to bypass security measures at financial institutions. This fraud started in January 2023 and consisted of the forgery of drivers’ licenses, birth certificates, marriage certificates, and taxpayer registration numbers in numerous fake names.
The case remains active before the court.
Jamaicans are expressing their anger over this case on social media. One individual commented, “Really Doctors get a whole lot of monies so why she gone to do this? Send her to prison she went to medical school to help sick people not to become a criminal by defrauding people.”
Another person said, “Wrong is wrong in every sense and should be brought to justice but what about the corrupt politicians and their cronies? who are doing the same and worse? are they above the law? Are they iron clad? Who will bring them to justice? Our nation needs a radical reset.”
